PSN 101

This panel will discuss the history of PSN, the basic structure of how it functions, reporting requirements, available training and technical assistance, and other resources available to make it successful. It will be especially useful for new partners, new PSN Coordinators, fiscal agents, and those wanting an opportunity to ask general and specific questions about the program.

Session: 1 hour
Speakers will include representatives from the Office of the Deputy Attorney General, Executive Office for United States Attorneys, Bureau of Alcohol, Tobacco, Firearms and Explosives and Bureau of Justice Assistance.

PSN Ethics

This panel will flag ethical “hot spots” in PSN as well as outline proper policies and procedures to avoid the potential pitfalls. Topics include Public Service Announcements, guidelines and boundaries in creating them and in dealing with the media outlets, the grant process and things we can, and can not, ethically do during that process, and standards of ethical conduct for employees who work with grants and grantees. Questions are welcomed.

Session: 90 minutes
Speakers will include counsel from the Office of the Deputy Attorney General, Executive Office for United States Attorneys, and Bureau of Justice Assistance.

Intelligence Sharing through Computer Programs and Databases

Criminal activity does not recognize jurisdictional boundaries. Consequently, the Eastern District of Pennsylvania has been working on several projects since 2003 to enhance the gathering, storage, and sharing of intelligence within the district. Specifically, the PSN Mapping and Analysis Program and a new project called Intelligence Proffer Analysis Case Management System (IPAC) will enhance the collection and dissemination of information obtained from law enforcement agencies in the district and from cooperating defendants and witnesses. These programs will be shared with an emphasis on how they can be duplicated in your district. Presentation will also include information about the RISS network.

Basic Asset Forfeiture for the Officer, Agent, and AUSA

Forfeiting guns and property from criminals is valuable for many reasons. This class will cover procedures for including a forfeiture allegation in an indictment, pretrial seizure or restraint of the property, considerations that apply in negotiating guilty pleas, presenting the forfeiture to the jury, the form of the order of forfeiture, what has to happen at sentencing, and the adjudication of third party rights in the post-trial proceeding. Emphasis will be given to the special rules and deadlines that apply to the civil forfeiture of firearms under the Gun Control Act, the adoption of a firearms forfeiture from the state and locals when no federal agency is involved, the alternatives to forfeiture such as abandonment, and the right of a convicted felon to recover a firearm that has not been forfeited.

Session: 90 minutes
Speakers will include representatives from the Asset Forfeiture & Money Laundering Section of DOJ and a United States Attorney's Office.

Reclaiming Your Neighborhood and Keeping It: West End Project

The Middle District of North Carolina has implemented a data driven and collaborative response to overt drug activity and associated violence in specific geographic areas. Neighbors have assisted the police, community groups, and religious organizations in reclaiming their neighborhoods. This response has been implemented in 3 areas with dramatic results. The West End Project is one of those areas, with the positive effects lasting more than18 months and counting. The partners from the West End will illustrate how your district can achieve this same success.

Speakers will include representatives intimately involved in this Project.

Professional Responsibility (CLE credit will be available)

The speaker will provide definitive advice to government attorneys on issues relating to professional responsibility, and will provide them with the tools to make informed judgments about the circumstances that require their compliance with 28 U.S.C. 530B (the Ethical Standards for Attorneys for the Government Act) or that otherwise implicate professional responsibility concerns.

Session: 1 hour (May 4 preferable)
Speakers will be from the Professional Responsibility Advisory Office, DOJ.

Taking the Anti-gun Violence Message to Indian Country

This presentation shares a diversified PSN approach on South Dakota’s nine Indian Reservations. The plan features two goals–educate state, local and tribal law enforcement officers about federal firearms laws, and educate American Indian youth about the dangers and consequences of gun violence. Both strategies began with research, which led to the development of a highly effective law enforcement training program. The training course is designed as an outreach effort and has reached over 1,000 law enforcement officers with positive results. This presentation also demonstrates the utility of American Indian youth focus groups to create effective classroom presentations for middle and high school students. Videos and other tools have been specifically designed to engage students in discussion. The North Star Leadership Course will also be highlighted, which is directed at youth who are at high risk of committing violent crimes in the future. Finally, School Safety Conferences will be explained with an emphasis on how your district can apply the principles.
