U.S. Marshals Service Operation Fugitive Safe Surrender
More than 800 people in trouble with law B 324 with outstanding felony warrants voluntarily surrendered during a four day operation to an unprecedented coalition of faith-based, nonprofit, law enforcement and judicial authorities at Mount Sinai Baptist Church in Cleveland , Ohio. Beginning in July 2004, a coalition of faith-based, judicial, law enforcement, non-profit and media leaders assembled in Cleveland to pursue a challenging mission: to reduce the risk to neighborhoods in which fugitives hide, to law enforcement officers who pursue fugitives, and to fugitives themselves. The result was Fugitive Safe Surrender; a four day event at Mount Sinai Baptist Church in which Cuyahoga County Sheriffs' Office, Prosecuting Attorneys' Office, Common Pleas Court, Public Defenders Office, Regional Information System, and the Clerk of the Courts teamed to technologically outfit, staff and open a community courthouse in the church. U.S. Marshals provided assistance, as did the Ohio Attorney Generals' Office, the district's U.S. Attorney's Office, the Cleveland Police Department, the Cleveland Municipal Court, and suburban municipal courts across the country.

Connecting Weed & Seed with PSN: The Indianapolis Model
Since efforts began in Indianapolis, IN, in 1992, residents and key partners from the various neighborhoods have fully committed themselves to ridding the streets of illegal firearms with the help of the Project Safe Neighborhood (PSN) program, the United States Attorney's Office, and Weed & Seed. This session provides an example of how Weed and Seed's Faith- and Community-based initiatives, Gun Law Enforcement Special Emphasis Areas, other Weed and Seed grant funds, and Weed and Seed training workshops successfully partner with PSN.

Crime Prevention Through Prisoner Reentry
How can you enlist the President's Prisoner Reentry and Faith-Based and Community Initiatives to reduce gun and gang violence? Harness the power of one of the few intact institutions in high-crime neighborhoods: the faith community. Exhibit One: Faith Works Ministries of Greensboro, NC. Faith Works Ministries works to prepare inmates for life outside prison facilities through mentoring, offender notification sessions, and other services.

Blue CRUSH . . . A Research Partner/Police Collaboration on Data-Driven Street Operation
Blue CRUSH (Criminal Reduction Utilizing Statistical History) is a Memphis Police Department driven initiative which utilizes new technology to create multi-layer, interactive maps of crime hot-spots based on data from the previous week's arrests and incidents, which has substantially reduced crime by building upon the successes of PSN. With a few clicks of the mouse, investigators can use this system to evaluate crime patterns throughout the city, or in a single city block. Investigators can generate maps of crime patterns based on criminal offense, time of the day, day of the week, or various victim / offender characteristics. These maps are used to specifically focus investigative resources with the goal of taking back neighborhoods one street at a time. Under the Blue CRUSH umbrella, existing police resources have been co-located, and are being coordinated through a newly formed Criminal Apprehension Team, to identify and arrest gang members, drug dealers, and violent offenders. Initial successes include a 71% reduction in Hispanic robbery victims following a Blue CRUSH operation that targeted a local gang. The Memphis Police Department works hand in hand with the District Attorney's Office, as well as the United States Attorney's Office, to ensure that Blue CRUSH defendants are prosecuted in the most appropriate venue. A coordinated media campaign educates the community and magnifies the deterrent effect of Blue CRUSH enforcement operations.

Overview of PSN Training and Technical Assistance Opportunities
One of the core components of Project Safe Neighborhoods, training and technical assistance is essential for all partners in the fight to reduce gun violence. The Department of Justice has partnered with several organizations to provide an expansive network of training and technical assistance to PSN task forces across the country. This training addresses issues such as firearms identification, safety, federal and state firearms statutes, federal and state search and seizure laws, crime scene and evidence management, firearms trafficking and tracing, and strategic planning. No matter what needs your particular program might have, the opportunity for free, locally delivered training exists for your jurisdiction. This session will give an overview of PSN training opportunities. Attendees will learn about available course materials, methods of training, and information on points of contact.

Speakers will consist of a representative from all PSN training and technical assistance providers.

The Value of Probation and Parole in PSN
Due to the diverse nature of state and local probation and parole functions, many federal prosecutors may not be aware of their functions and how they differ from jurisdiction to jurisdiction (e.g., administration, adult/juvenile, armed/unarmed, etc.).
This workshop will discuss why probation and parole officers are important to task forces, and how they have been and can be incorporated in PSN and other crime prevention and interdiction initiatives. The workshop will include:
- How probation and parole differ from other PSN partners
- Possible roles for probation and parole in PSN
- What the American Probation and Parole Association/PSN has done to involve probation and parole in PSN
- Future opportunities for probation and parole to work with PSN; how probation and parole be utilized as a partner in USAO initiatives, whether in PSN or not.
Session: 1 hour
